Hewlett Property Rose Bay is progressing a State Significant Development Application (SSDA) for a high-quality residential project across a consolidated 9,192.3 sqm site. The proposal seeks to deliver: 

• New 9 storey residential buildings (above a two-level basement car park) 

• A broad unit mix to cater to couples, families, and essential workers. 

• 15% Affordable Rental Housing (included within the total yield). 

• Environmentally responsible design; led by PBD Architects and Wyer & Co Landscape architects. 

The development is designed to provide a wider unit mix offering to cater to a diverse range of residents, including: 

• Local residents looking to stay in the community as their life circumstances change. 

• Families and couples seeking medium-density living. 

• Key essential workers (such as nurses, teachers, and police) through the inclusion of affordable rental housing. 

Rose Bay is only 6km from the Sydney CBD, offers several public transport options and is close to schools including Rose Bay Public School, Kambala, Cranbrook School, Scots College, Harbour Early Learning Vaucluse, McAuley Catholic Primary, and Kincoppal-Rose Bay. 

Over the years Rose Bay has been evolving as a growing number of medium-density housing options are now available to a broader market. The development site is only 245m from the Rose Bay Town Centre and is within walking distance to local shops, cafes and restaurants.  

The proposal includes 9 storey residential buildings above basement parking, reaching a maximum height of 29.6m. This height and the Floor Space Ratio (FSR) of 2.86:1 are achieved by leveraging the 30% Affordable Rental Housing Bonus available under the NSW Housing SEPP.

The proposed built form has been carefully designed to mitigate perceived bulk and scale through articulation, modulation, and landscape integration. The built form is divided into four modules, with the Dover Road frontage expressed as three distinct bays separated by deep landscaped recesses that visually break down mass. A layered composition of a two-storey podium, mid-tier, and recessed upper level manages visual height, with the uppermost level set back and more lightly detailed. 

Shadow and other impacts will be considered; and made public during the formal consultation period.   

We recognise that groundwater management is a primary community concern, and as such, the project team will: 

• Conduct comprehensive expert investigations and implementing robust retaining walls and management systems. 

• Align with the 2024 GHD Hydrogeological Study recommendations. 

• Offer independent Dilapidation Reports for buildings within a 200m radius (exceeding the standard 50m) prior to construction to ensure property stability. 

• Include a Construction Noise and Vibration Assessment will be included in the SSDA Acoustic Report to identify potential impacts during demolition, excavation and construction, and outline management measures (including real-time monitoring where required) in accordance with the NSW EPA Interim Construction Noise Guideline (ICNG). 

• Manage vibration during demolition and excavation will be managed in accordance with relevant guidelines including DIN 4150-3 and the NSW Department of Environment and Conservation (DEC) guideline for vibration assessment. 

A comprehensive traffic study is underway. The development includes basement parking across two levels for residents and visitors to help reduce street congestion. The site’s proximity to public transport is expected to further reduce car dependence. 

Affordable Housing refers to rental homes priced so that low-to-moderate income households - such as teachers, nurses, and childcare workers - can live locally without experiencing housing stress. 

• It is distinct from social housing. 

• The housing options will be indistinguishable from market homes in terms of design and quality. 

• These units will be managed by a registered community housing provider for a minimum 15-year retention period. 

The project is classified as SSD because its estimated capital investment value exceeds $75 million, and it includes affordable housing that exceeds 10% of the gross floor area. This means the application is assessed by the NSW Government rather than the local council. 

The NSW Government determines whether a project meets the criteria to be classified as a State Significant Development. 

Once classified, the developer is issued the Secretary’s Environmental Assessment Requirements (SEARs), which outline what must be included in the Environmental Impact Statement (EIS). 

The EIS is a detailed report that assesses potential impacts, such as traffic, noise, heritage, the environment, and local utilities, and explains how these will be managed.  

The EIS will be publicly exhibited for at least 28 days, giving the community, stakeholders and local councils an opportunity to review the proposal and provide feedback before a final decision is made. 

The project complies with the Housing State Environmental Planning Policy (SEPP) including provisions under Low and Mid-Rise (LMR) Housing Reforms and Infill Affordable Housing. It supports the Government’s objective to increase housing diversity in accessible, urban locations. 

The project also supports the Australian Government’s housing plan, including the National Housing Accord, which aims to deliver 1.2 million new homes across Australia between 2024 and 2029. 

The Low and Mid-Rise (LMR) Housing Policy enables the development of well-designed, sustainable housing near shops, transport, and community services. Both policies allow 9 storey residential buildings in areas like Rose Bay and support diverse living options for people at different life stages.

The project is currently in the Pre-SSDA Submission phase. Following community engagement, an Environmental Impact Statement (EIS) will be prepared and is scheduled to be lodged in July 2026. Once submitted, the Department of Planning, Housing and Infrastructure will manage the public exhibition of the EIS for a period of at least 28 days, during which time the community can provide further formal feedback on potential impacts such as traffic, noise, and heritage.
